Marcoleta Cries Treason Over Bicam Budget Blanks

Concerns have surfaced regarding the recent bicameral conference report, with accusations that those responsible for filling in the blanks and altering budget allocations could be liable for treason. Lawmakers have emphasized that even before or after elections, anyone found guilty of such actions could face charges for treason. Senatorial candidate and party-list Congressman Rodante Marcoleta has raised alarm over the bicameral process, describing it as a formality that has come under scrutiny for not adhering to constitutional guidelines. Critics argue that the bicameral conference—an agreement between the House of Representatives and the Senate—is not explicitly Mentioned in the Constitution and that the Senate’s role should be limited to concurring with or proposing changes, rather than imposing its will. The controversy intensified when it was revealed that billions originally allocated for education—specifically 977 billion pesos (54.4% of the budget)—were reportedly lost and redirected to the Department of Public Works and Highways (DPWH). Over 30 billion pesos, initially earmarked for education, were allegedly diverted, raising suspicions about the integrity of the bicameral report. The key question now is: who is responsible for filling in the blanks and altering the allocations in this crucial process? With 12-13 individuals signing the bicameral report, accountability remains a pressing issue.
